On April 17, 2025, at the Ministry of Health headquarters, Member of the Party Central Committee and Minister of Health Đào Hồng Lan — Chair of the Steering Committee for the National Target Program on Healthcare, Population, and Development 2026–2035 — chaired a meeting to expedite the finalization of the Program.

The meeting was attended by representatives from various departments and agencies under the Ministry of Health, as well as representatives from related ministries and sectors, and members of the Steering Committee, Drafting Committee, and Editorial Team established under Decision No. 1282/QĐ-BYT dated April 15, 2025.

 

Unified Support from Leadership — A Crucial Step for a Nationwide Program

According to the meeting, based on Document No. 13421-CV/VPTW dated February 17, 2025, from the Central Office of the Communist Party, the Politburo agreed to the policy of developing and implementing the National Target Program on Population and Development for the 2026–2035 period. The Party Committee of the Government was tasked with directing the development and submitting it to the National Assembly in Q3/2025.

Following that, on March 3, 2025, the Prime Minister chaired a meeting with the Ministry of Health and assigned the Ministry to lead the development of the National Target Program for Public Health Protection, Preventive Healthcare, and Primary Healthcare.
The Ministry of Health’s proposal (Document No. 311/TTr-BYT dated March 15, 2025) merged the two into one comprehensive program: The National Target Program for Healthcare, Population, and Development 2026–2035.

At the meeting on March 25, 2025, the Party Standing Committee and the Standing Government agreed to incorporate healthcare protection and care into the program. Key tasks include:

? Enhancing care for chronic diseases and tropical infectious diseases

? Developing specialized hospital networks (maternity-pediatrics, geriatrics)

? Responding to the aging population

? Improving nutrition and preventive healthcare, especially at the grassroots level

? Strengthening community health education and disease prevention

The program must also adapt to the restructuring of administrative units at the provincial level, with no organization at the district level.

By April 10, 2025, the Politburo (Conclusion No. 149-KL/TW) assigned ministries and agencies to cooperate with the Ministry of Health to complete and submit the program for National Assembly approval in 2025.

 

Strong and Decisive Actions from the Ministry of Health

On April 15, 2025, the Minister of Health signed Decision No. 1282/QĐ-BYT establishing the Steering Committee, Drafting Committee, and Editorial Team for the Program.
Earlier, the Ministry issued Plan No. 235/KH-BYT dated February 22, 2025, and invited representatives from ministries and agencies to participate.

Close coordination among various ministries and agencies ensures that the program will be comprehensive, practical, and feasible during the 2026–2035 implementation phase.
