Digital Health Records on VNeID Officially Replace Paper Books

Digital Health Records on VNeID Officially Replace Paper Books

On January 6, 2026, the Ministry of Health announced that Electronic Health Records (EHR) integrated on the VNeID application now carry full legal value equivalent to traditional paper health books. This landmark decision, regulated under Decision No. 31/QĐ-BYT, represents a major step in Vietnam’s digital healthcare transformation.

“This reform embodies the principle of using data instead of paper, reducing administrative burdens and enhancing interoperability nationwide.”

— Dr. Hà Anh Đức, Director of the Department of Medical Services Administration

Why It Matters

  1. Legal equivalence: Data on VNeID is digitally signed, integrated, and legally valid in administrative procedures.
  2. Comprehensive coverage: Includes personal information, medical history, allergies, vaccinations, details of each medical visit, and summaries of medical records.
  3. Patient empowerment: Individuals can access and download detailed medical visit records in PDF format, ensuring compliance with the Law on Personal Data Protection.
  4. Efficiency gains: Hospitals and agencies no longer require paper submissions if information is already available on VNeID.
  5. Nationwide integration: Ministries, local authorities, and healthcare facilities are tasked with connecting and sharing data to build a unified digital ecosystem.

This initiative also aligns with the Ministry of Health’s broader plan (Decision No. 4048/QĐ-BYT, December 31, 2025) to deploy shared digital platforms, including electronic medical records across hospitals nationwide.
