On January 14, 2026, the Ministry of Health officially launched the Vietnam Responsible Health AI Network (V-RHAIN) during the “Health AI Cooperation Kick-off Workshop” and “Technical Training on AI Governance, Research, and Application.” This initiative aims to bring artificial intelligence to more than 3,321 commune and ward health stations nationwide, enhancing diagnosis, treatment, and healthcare management at the grassroots level.
A Networks of Networks:
According to Nguyen Truong Nam, Deputy Director of the National Health Information Center, V-RHAIN is not just a member-based organization but a network of networks. It will pilot AI policies in controlled environments, connect high-performance computing infrastructure (GPU A100/H100), and adopt international interoperability standards (HL7 FHIR, DICOM) to synchronize data from central to local levels.

Vietnam's Permanent Deputy Minister of Health Vu Manh Ha
Deputy Minister of Health Vu Manh Ha emphasized that medical AI is one of the national strategic breakthroughs under Resolution No. 57 of the Politburo and the newly enacted Artificial Intelligence Law. Implementation must be patient-centered, ensuring safety, data privacy, transparency, and accountability. The Ministry of Health is committed to providing legal frameworks and fostering international cooperation so that safe and effective AI healthcare solutions can be widely deployed.

Partner institutions formalized their collaboration to ensure ethical and transparent AI in healthcare.
In 2026, V-RHAIN will prioritize essential AI applications at the grassroots level, including:
Screening for tuberculosis, cardiovascular diseases, kidney failure, respiratory distress
Community nutrition counseling
Clinical decision support
Virtual assistants to help healthcare workers manage and operate more efficiently
The launch of V-RHAIN positions Vietnam as one of the 10 pioneering countries participating in HealthAI’s global network, opening opportunities for “Make in Vietnam” AI products to be recognized and included in the international public catalog.
