The Ho Chi Minh City People's Committee has approved a plan to develop the city's pharmaceutical industry to 2030, with a vision to 2045. This plan will be the kickstart for the city to establish the first concentrated pharmaceutical industrial park in Vietnam.
According to Mr. Tang Chi Thuong, Director of the Ho Chi Minh City Department of Health, the plan outlines the transfer of high-tech medical equipment, as well as vaccines, new drugs, emerging drugs, biological products, and drug production technology. The project aims to gradually replace imported drugs and, in the long term, achieve exports with competitive advantages in price and quality.

The specialized pharmaceutical industrial park is expected to complete its infrastructure and commence operations by 2030. The park will be built in the Le Minh Xuan 2 Industrial Park, Bình Chánh district, with a total area of 338 hectares. The park will focus on attracting companies engaged in the production and trade of high-tech pharmaceutical and ancillary products, as well as establishing a research and development center for innovation in pharmaceuticals, and a product trading center.
Currently, Ho Chi Minh City boasts over 30 pharmaceutical factories that meet GMP-WHO standards. These factories primarily produce drugs based on formulas that are no longer subject to copyright, for distribution in the domestic market and export (generic drugs).
In the past three years, Vietnam has faced a drug shortage due to disruptions in the supply of drugs and raw materials as a result of the Covid-19 pandemic and various international conflicts. Ensuring pharmaceutical security is a top priority in the healthcare sector.
In October 2023, the Government approved the national strategy for the development of Vietnam's pharmaceutical industry by 2030, with a vision to 2045. Vietnam prioritizes the development of domestic production of pharmaceutical raw materials and the pharmaceutical industry itself. The strategy also aims to attract foreign investment in the production of patented innovative drugs, high-tech generic drugs, specialized therapeutic drugs, vaccines, etc. The goal is to transition from generic drug production to innovative drug production, and by 2030, Vietnam aspires to become a regional hub for high-value pharmaceutical production, with a target of reaching $1 billion in pharmaceutical exports.
Ho Chi Minh City, as the economic center of southern Vietnam, is strategically positioned for supplying and transporting pharmaceutical products to other regions. The city houses a large number of research institutions, production facilities, training centers, and businesses in the pharmaceutical sector. Ho Chi Minh City's pharmaceutical production and trade activities represent a significant share of the national economic structure, experiencing a high growth rate. Additionally, Ho Chi Minh City is home to numerous large-scale hospitals with the highest drug consumption in the country, particularly for specialized therapeutic drugs.
